Operation Rakshak-III (J&K CI Ops)
Counter-insurgency (COIN) operations by the army, paramilitary, and police forces in Jammu and Kashmir State are termed Operation Rakshak III. Operations Rakshak I and II were conducted by the army in Punjab during 1990-91. Initially the army’s role in J&K was limited to curbing infiltration from the border, as in the Punjab, while the insurgents were fought by the J&K Police, the CRPF, and the BSF. However when the extent of Pakistan’s involvement became clear, and it was realized that a proxy war was on, the army stepped in to lead the fight.
India has fought wars with both China and Pakistan, especially along the borders in Jammu and Kashmir. Those countries have a close military relationship and maintain a direct land link passing through areas of J&K, which were occupied by the Pakistan army in 1947. Moreover a road connecting China’s Xinjiang and Tibet provinces passes through eastern J&K. Hence India has maintained a strong military presence in the state, not merely to defend its borders, but to give itself offensive capabilities against these countries.
Northern Command headquartered at Udhampur in the Jammu region comprises of 3 army corps.
14 Corps: Headquartered at Leh in the Ladakh region its Orbat has been described in the sections on Operations Vijay and Meghdoot above.
15 Corps: Headquartered at Srinagar in the Kashmir region it consists of 2 infantry divisions and one mountain division supplemented by an artillery brigade. The sub-units of these formations cover the length of the Kashmir valley.
16 Corps: Headquartered at Nagrota in the Jammu region it consists of 3 infantry divisions within Jammu and 2 infantry divisions in Punjab and Himachal Pradesh. With an artillery brigade and three independent armored brigades this is the largest army corps in the world that covers the Line of Control and International Border in the Jammu region and has the ability to carry out offensive operations into Pakistani Punjab.
To fight the infiltrating terrorists and local militants in J&K the Indian Army raised the lightly equipped counter-insurgency force, the Rashtriya Rifles. The RR works in tandem with the police and paramilitary forces under the directions of a unified civil-military headquarters. Victor Force operates in southern parts (Srinagar south to Anantnag) of Kashmir region.
Kilo Force operates in northern parts (Srinagar north to Kupwara) of Kashmir region.
Romeo Force operates in the western parts (Poonch-Rajauri) of Jammu region.
Delta Force operates in the eastern parts (Doda-Kishtwar) of Jammu region.
Uniform Force operates in the southern reaches of Jammu and is based in the town of Reasi.
Each force is commanded by an officer of the rank of Major-General. The force areas are further divided into sectors commanded by Brigadiers and subsequently into operational battalions. Troops from each battalion operate in conjunction with paramilitary and police forces—the following have been involved in the fight against militancy.
J&K Police: improving morale, advanced weaponry and the formation of the STF have placed the local police shoulder-to-shoulder with the other forces in the fight against the terrorists. The Special Task Force, originally a concept of the CRPF, is free from the burden of normal policing duties and concentrates on anti-terrorist operations.
Central Reserve Police Force or CRPF has undergone improved training to be able to replace the BSF and Rashtriya Rifles in several roles. The CRPF maintains security pickets in urban areas and engages in operations.
Special Operations Group or SOG comprises of local police and reformed militants who have the ability to penetrate militant cells and mingle with the local populace.
Border Security Force has the same capabilities as the army and plays a leading role in anti-terrorist operations. Along with the CRPF they maintain pickets in urban areas.
Indo-Tibetan Border Police is similar to the BSF and has been involved in operations in the mountainous reaches of Doda.
Indian Reserve Police are similar to the CRPF but are raised and controlled locally while being financed by the central government.
Village Defence Committees or VDCs in the Jammu region boost the morale of isolated villages but remain poorly equipped (usually unpaid). Their variants the DDC are meant for the defence of the dhoks (temporary settlements) of the Gujjar and Bakerwal shepherds and goatherds. Special Police Officers or SPOs are local villagers/surrendered militants who are paid a stipend to engage in point defence and sometimes command VDCs.
Home and Hearth Battalions were raised from the Gujjar population in Poonch-Rajauri but differ from DDCs in that they are equipped and financed by the army. Additionaly they take part in offensive operations alongside the security forces—in media reports they are miscalled the “territorial army”.

Jan 3: Two fidayeens strike at Railway Station, gunned down Lt, PSO, 2 BSF jawans killed Lt. Triveni Singh (awarded Ashok Chakra posthumously) of 5 JAK Li, who gunned down one of the fidayeens in a hand to hand gun fight, and Raj Kumar, a police constable who was Personal Security Officer (PSO) of SHO Railway Station

Security forces today gunned down five militants—four in Banihal tehsil of Ramban police district and one in Mendhar sector in Poonch district. All four militants killed in Banihal were locals having their affiliation with the Hizbul Mujahideen Pir Panjal Regiment (HMPPR). Jan 8: Army and police today recovered an 82 mm Chinese recoilless gun from a hideout of the militants in Banihal tehsil in Doda district. The gun was capable of bringing down a low flying helicopter, a Defence spokesman said. Rashtriya Rifles 49 Bn killed a local militant of Hizbul Mujahideen in a brief encounter at Batgund in Dooru area of Anantnag district.
Jan 9: Rashtriya Rifles 30 Bn and Police raided a militant hideout at Gund Chabootra in Handwara area of Kupwara district, killing two holed up militants of Al-Badar Mujahideen. Troops of 10 Para and Police killed at least one unidentified militant at Sonpathri.
Jan 10: Army today gunned down four militants while two others were killed in inter-gang rivalry in Doda district. Slain militants include a ‘district commander’ of Hizbul Mujahideen outfit Ghulam Mohd Wani alias Gullah.
Jan 12: Troops of Rashtriya Rifles 3 Bn launched a cordon-and-search operation at Tulkhun near the highway township of Bijbehara killing two militants. Security forces have killed two more militants in the encounter that had begun at Bakhipora in Rafiabad area of Baramulla district on Friday. Jan 13: Two militants including an operational commander of LeT, a Special Police Officer (SPO) and a civilian were killed.
Jan 15: Police and security forces today killed Hizbul Mujahideen’s second most important commander, Abbas Malik of Doda, in a brief encounter at Tengpora, in Srinagar outskirts. A top militant of Lashkar-e-Toiba (LeT) outfit, Mohd Rafiq (code name Abu Hamza), surrendered before the police in Mahore tehsil in Udhampur district alongwith arms and ammunition. Another hideout of the militants was destroyed by 141 battalion of the Border Security Force at Maal in Kalakote tehsil in Rajouri district.
Jan 17: In a spectacular achievement for security forces and the worst ever setback for Jammu & Kashmir militancy, Rashtriya Rifles finally killed the Hizbul Mujahideen’s "chief commander of operations", Ghulam Rasool Dar, alongwith another top ranking militant. In the Hizbul Mujahideen hierarchy Rasool was next only to the "supreme commander" Syed Salah-ud-din, who has been operating from Pakistan since 1994. Commander of Rashtriya Rifles Sector 10, Brig AK Choudhary, said that the Sharifabad Divisional Headquarters of Kilo Force had received specific information regarding Rasool’s presence, alongwith another top ranking militant, in Umarabad Colony on Srinagar-Baramulla highway. A unit of Rashtriya Rifles 02 Bn set out for the operation from its Zainakoot headquarters and zeroed in on the residential house of a businessman, Farooq Ahmed Kanni. In a 4-hour-long gunbattle, troops killed both the militants. Jan 18: troops of 3 Rajput launched a cordon-and-search operation in Vevan forest area of Bandipore. In the 8-hour-long gunfight, troops killed six militants. However, Major Lalit Prakash (awarded Shaurya Chakra posthumously) and three soldiers sustained critical injuries and later today all of them died. 12 Rashtriya Rifles, assisted by the police personnel launched a search operation along Harkoot nullah near Ladnihal, Banihal killing a Lashkar district commander Mohd Rafiq and his associate. Another top militant of HM Shakeel Ahmed was gunned down by the security forces of 23 Rashtriya Rifles and police after a fierce exchange of gun-battle at Neel in Banihal tehsil last last night.
Jan 20: Army and police personnel gunned down two Pakistan militants in an encounter at village Kalla in Reasi. Militants of HUJI outfit today shot dead a top Hizbul Mujahideen militant, Bashir Ahmed Gujjar alias Ansari at Keshwan in Doda district. Army and police at village Targain in Budhal area of Rajouri killed 3 militants. Reports from south Kashmir said that troops of RR 01 Bn killed an unidentified militant in an encounter at Band Pawa in Shopian area today. Militants fired upon a patrol party of Rashtriya Rifles 19 Bn at Sheikh Naar, behind Sogam village.
Rashtriya Rifles 28 Bn had laid an ambush at Shalkoot village of Rafiabad in Baramulla mistakenly killing one of two local youth who were carrying felled timber. Army pacified the villagers with an assurance that the bereaved family would be fully adopted by the Defence authorities and the case of ex gratia relief would be pursued with the State Government. Rashtriya Rifles 36 Bn and Anantnag Police conducted a cordon-and-search operation at Magam Sonbrari in Kokernag area of Anantnag killing two militants killed.
Jan 22: 3 Rajput today killed a militant of Hizbul Mujahideen in an encounter in Panar forest area of Bandipore. Rashtriya Rifles 7 Bn killed a militant of Lashkar-e-Toiba in an encounter at Bramar Narsar in Achhabal area of Anantnag district. A Pakistan militant, Zafar-ul-Haq, has disclosed that there were about 2,000 trained youths in the different camps in Pakistan and PoK but said that most of them were now reluctant to enter Jammu and Kashmir to engage in the ‘jehad’. Jan 23: 51 Rashtriya Rifles and police have destroyed a hideout of the militants at Kala Barmali in Mahore tehsil in Reasi police district. Army today gunned down one militant in an encounter at village Tantana in Doda and recovered a 20 kg IED fitted in a LPG cylinder in Gandoh, averting a major tragedy.
Jan 24: police personnel, assisted by the Army and CRPF carried out a search operation at Morha Bachai and killed two fidayeen of the Abu Hashma group of Lashkar-e-Toiba (LeT) outfit.
Jan 26: Army and police personnel gunned down two LeT militants in an encounter at Sangla in Surankote tehsil in Poonch.
Jan 27: An Army jawan was killed last night when a patrol party was ambushed by the militants at Chamradi Gali near Shahdara Sharief in Rajouri. Army today rescued a minor boy, Gafoor, kidnapped by a Hizbul Mujahideen militant Salamuddin of Prankote on September 15 last year. He was being forced to undergo training of weapons and use of radio set despite the fact that he was only nine years old.
23. Jan 31: Rashtriya Rifles 19 Bn raided a militant hideout at Kumhar Mohalla of Sogam, in Kupwara killing 6 HuJI and LeT militants. Troops of Rashtriya Rifles and Police carried out a cordon-and search operation at Fidarpora, Panzla, in Rafiabad killing 4 TJI and HM. 24. Feb 02: security forces killed a militant in an encounter at village Haidpora hill in south Kashmir district of Anantnag last night. Security forces killed three Hizbul Mujahideen militants in an encounter at Danspora in Badgam district last evening. A top militant of HUJI outfit was gunned down by the Army and police at village Dodaj in Rajouri district today.
25. Feb 03: militants shot dead DIG (Crime) of Police Mohammed Amin Bhat today in the compound of a Mosque after the Eid prayers in Barzulla, Srinagar. Army personnel of Romeo Force killed three Pakistani militants at Bafliaz, about six kms from Surankote.
26. Feb 04: Troops of 5 Para raided a militant hideout at Matti-Gawran, Valley’s last village in Kokernag area of Anantnag district. A fierce gunbattle took place in which two local militants of Hizbul Mujahideen got killed.
Feb 05 Troops of 8 Assam (Sector-8 of the Kilo Force) and Kupwara Police raided a militant hideout at Donil Hill— overlooking Tris and Nutnusa villages on Kupwara-Sopore road—late last evening killing 6 militants. Troops of Rashtriya Rifles 35 Bn and SOG Budgam, raided a militant hideout at Dreygam in Budgam-Khansaheb belt today killing two militants. Troops of RR 18 bn mistakenly killed a civilian at Khurhama jungle late last night. Troops of Rashtriya Rifles 03 Bn set out for Katsoo village to conduct a cordon-and-search in three private buses. In an IED blast 4 soldiers were killed and 7 wounded.
Feb 06 J&K police achieved a major success by finally eliminating Al-Umar Mujahideen’s "chief commander of operations", Rafeeq Lidri, at Khanyar Srinagar last night. Al-Umar Mujahideen had claimed responsibility for the assassination of DIG Crime, MA Bhat. Police and troops of 10 JAKLI (81 Brigade Kilo Force) launched a cordon-and search operation in the snow-clad Bandipore heights early this morning killing six militants of Tehreek-e-Jehad-e-Islami and losing 3 soldiers. Four Army jawans and three militants including an infiltrator were killed and another soldier was injured in three separate encounters in the Poonch-Rajauri districts since last evening. Feb 07 militants lobbed a hand grenade towards a patrol party of Rashtriya Rifles 44 Bn near the crowded bus stand in Shopian town this afternoon killing one little girl and injuring 27 other civilians. Bandipore residents protest death of 5 civilians in the joint police-kilo force operation—the local civilians had been used as porters (or were sent to negotiate the militants’ surrender) but were killed in the cross-firing. Three foreign mercenaries of Lashkar-e-Toiba (LeT) were gunned down by the troops of Rashtriya Rifles in an encounter at village Tainka in Banihal tehsil in Ramban police district today.
Feb 09 Police and Army today gunned down two LeT militants in an encounter at village Shikari in Reasi. Troops of Rashtriya Rifles killed a Pakistani militant Adil alias Salah-ud-din (JeM) of Rawalpindi in an encounter at Chandigam in Lolab valley of Kupwara district during last night. RR 36 Bn conducted a search operation in a dense forest area in Ahlan Gadole locality of Kokernag in Anantnag district killing two militants.
Feb 10 Troops of 8 Rashtriya Rifles surrounded a hideout at village Mathuri in Thathri killing two militants. Meanwhile, the militants opened heavy firing at Ind and Bhim Mandir police pickets in Gool area of Ramban police district last night. The Indian Reserve Police (IRP) nafri, deployed at the pickets, retaliated.
Feb 11 "We have decided to discontinue the services of civilian porters during operations and patrols in view of the high risk," Army Chief Gen Nirmal Chander Vij told reporters after inaugurating a bridge at Yannar here. He said six militants were killed in the Bandipora encounter and three soldiers laid down their lives. "But the heavy civilian loss in the incident is not acceptable to us ... Hence, the decision," he added. Feb 14 seven militants of the Hizbul Mujahideen including a ‘close lieutenant’ of Hizb’s ‘divisional commander’ Shakeel Ansari, surrendered before their parents in the presence of state police chief Gopal Sharma at Kathua.
Feb 18 Troops of 5 Para (Victor Force) conducted a major search operation in the hilly terrain of Ahlan Gadole in Kokernag area of Anantnag district today killing 3 militants. Troops of RR 01 Bn launched a cordon-and-search operation on specific information at Arwani village near Bijbehara killing one militant—battalion Major injured.
Feb 20 troops of 40 Rashtriya Rifles and police carried out a search operation at Andrawali dhok (Poonch) this morning killing 7 LET militants. RR 03 Bn conducted a cordon-and-search operation at Hassanpora village in Bijbehara-Kulgam belt of south Kashmir killing 3 militants.
Feb 24 Troops of RR 01 Bn, RR 09 Bn, BSF 52 Bn, SOG Anantnag and SOG Kulgam launched a joint operation at Kaanzkullah village in Kulgam area today killing 3 militants (Arif Khan was Hizbul Mujahideen’s "divisional commander" for south Kashmir) and losing one soldier. Earlier, security forces killed one militant in a separate gunbattle at Ak-haal Devsar village in Kulgam. Army personnel gunned down two militants in an encounter at village Machari Top in Upper Chandi Mata Mandi area of Thanola, Bhaderwah in Doda district. Feb 28 Four militants of Lashkar-e-Toiba (LeT) were gunned down by the Army and police in Surankote while two others surrendered before the troops in Mahore today. Three members of a family were arrested by the security forces for giving shelter to the militants in Shahdara Sharief. Troops of Rashtriya Rifles 24 Bn and Police conducted a massive search operation in Chhatergul forest area of Ganderbal killing one Al-Badr Mujahideen militant.
Apr 01 Accompanied by Lt Gen Nirbhay Sharma General Officer Commanding 15 Corps, the Army Chief NC Vij visited troops deployed in the forward areas and hinterland. General Vij also released the inaugural issue of the newsletter "Army in Kashmir" which focusses on the civic action programmes undertaken by the Army in the Valley. Gen Vij later also visited Jammu, where he was received by Lt Gen Hari Prasad, General Officer Commanding-in-Chief (GoC-in-C) Northern Command and Lt Gen Ashok Kapur, General Officer Commanding 16 Corps.The Army Chief inspected the construction work of LoC fencing. The General expressed his satisfaction at the timely construction of the last and final stretch of fence in Poonch-Rajouri sector as per schedule. Construction of the fence has resulted in a drop in the infiltration. The Chief of Army Staff also inaugurated Corps Battle School in Doda district to train newly inducted troops, in counter insurgency operations.
Apr 03 militants ambushed a patrol party of Rashtriya Rifles 47 Bn at Chak Nutnusa in Kupwara district. One Captain, identified as Ripu Dhaman Singh and one Lance Naik, Sanjay Kumar Sharma, got killed. Two more soldiers, namely Bashir Ahmed and Krishen Kumar, sustained injuries.
Apr 04 militants last night targeted the houses of three Village Defence Committee (VDC) members simultaneously at village Dafli Marha in Surankote tehsil causing injuries to five persons including the three VDC members.
Apr 05 troops of RR 29 Bn killed an unidentified militant in an encounter at Hygam in Sopore-Pattan belt. A ‘district commander’ of Hizbul Mujahideen outfit, Farooq Ahmed alias Gagali alias 41, was killed in an encounter with the Army at village Ganghata in Bhaderwah area in Doda district today.
Apr 06 Director General of Central Reserve Police Force (CRPF), J K Sinha today said that during the ensuing Lok Sabha elections the highest number of 225 companies of CRPF are being deployed for smooth and peaceful polls in Jammu and Kashmir.
Apr 07 Four Army jawans were killed and 16 others were injured in an IED explosion that followed the killing of Lashkar-e-Toiba’s ‘divisional commander’ Shakeel in Choornar forest area of Handwara tehsil in Kupwara district tonight. Apr 08 troops of Rashtriya Rifles 18th and 19th battalions, besides BSF and J&K Police, carried out a major search operation on the basis of an intelligence input in Sheikhnaar forest area of Sogam, in Lolab valley of Kupwara district today killing 5 militants including Jaish-e-Mohammad’s Sehrai Baba. Sehrai Baba, alias Qari Asif of Karachi, Pakistan was a successor to Ghazi Baba. Apr 09 GOC-in-C Northern Command Lt Gen Hari Prasad today reviewed security scenario in Kashmir during his day long visit to the Valley. Meanwhile, Lt Gen Prasad released inaugural issue of the newsletter ‘Army in Kashmir’. The newsletter is an insight into the multi-faceted activities being undertaken by Army in Kashmir and is a snapshot on present theme of Army in the Valley "Jawan Aur Awaam, Amar Hai Muqam".
Apr 10 In an hour-long encounter district commander of Jaish-e-Mohammad for Srinagar—Tariq Arshid alias Imran, a resident of Multan, Pakistan, was killed by Police. State Police and Central Reserve Police Force (CRPF) on the intervening night of April 9 and 10 carried out a joint operation in Nishat area killing Khalid Umar, son of Mohammad Ayub code name Umar of Malarpendi in Karachi, Pakistan.
Apr 11 security forces and police came to know that the militants were hiding in a Z type well dug tunnel inside a house at Kreeri Pattan, Baramulla. Security personnel filled the tunnel with water drowning the three militants inside. Their bodies were later fished out from the tunnel. They have been identified as Khalid alias Ceera 7, a commander of the outfit, Inayat and Saddam, all Pakistanis.
Apr 12 Commander’s conference at Delhi discussing summer’s strategy against militants. General NC Vij said the Commanders conference would finalise Army’s new war doctrine but refused to elaborate on the subject saying it was a classified matter. Apr 14 Brigadier AK Choudhary told reporters here that the militant Bashir Ahmad Khan alias Abu Kashan, a resident of Sargoda in Pakistan, was killed in an encounter by the troops of Two Rashtriya Rifles at Shaliteng Bund near local unit of HMT in Zainakote area last night. He said a diary recovered from the possession of the slain militant revealed that the militant, before sneaking into Valley, was camping in Jammu and was functioning as the commander for south India of the outfit. As per the dairy, the militant had visited Race Course, Pragati Maidan, Gargoan and Noida to carry out surveillance of the areas which houses sensitive installations, including Prime Minister Atal Bihari Vajpayee’s residence. Security forces today eliminated two militants in Poonch. The slain terrorists have been identified as Shakir, deputy commander and Aftab, area commander of Hizbul Mujahideen Pir Panjal Regiment. Apr 15 Two militants killed by the Army at Sheen Dhara Top in Mandi area of Poonch district yesterday were today identified as Abu Safia Ullah son of Ghulam Mohd R/o Chak Wali, PoK and Gulfraz of Pakistan. Safia Ullah was a commander of Hizbul Mujahideen Pir Panjal Regiment (HMPPR). Four AK-47 rifles, 14 AK magazines, six hand grenades, two radio sets and 200 AK rounds were recovered from the hideout where the two militants were killed.

Apr 19 troops of Poonch Brigade, who were maintaining a strict vigil on LoC in view of the Lok Sabha election polling scheduled for tomorrow, observed movement of a group of four militants trying to infiltrate into Indian territory through Rangar Nullah in Khari Karmara at 12.30 am. Using surveillance devices, the Army personnel kept a track on the infiltrators. As soon as they came within the firing range, the infiltrators were challenged and three were killed on the spot.

May 26 Revealing the contents of a letter intercepted by the Army, the sources said the militant felt that only 10 per cent of Kashmiris support the Mujahideen (militants) willingly. June 06 In the backdrop of the militant attack on Srinagar-Jammu national highway which killed 29 people, the Centre has put on hold pulling out of BSF from counter-insurgency operations in Jammu and Kashmir and replacing it with CRPF. First Indian troops pull out of Kashmir (17 November 2004): ANANTNAG, India : A battalion of paratroopers left this northern Kashmir town Wednesday, the first Indian troops to be pulled out of the volatile state, an AFP correspondent said. One thousand paratroopers, dressed in khaki and sporting green berets, left in a convoy of trucks and buses bound for the northern Indian city of Agra, army officers said. Dec 27 troops of Rashtriya Rifles 29 Bn conducted a raid at Tappar Bala in Pattan and unearthed a huge dump of arms and ammunition from a masonry-concrete underground tank. Troops of Sector-2, located at Bihi Bagh, launched a cordon-and-search operation at Akhipora-Mohammadpora in Kulgam. Troops of 4 Rashtriya Rifles and Bhaderwah police today arrested one of the few most wanted Lashkar-e-Toiba (LeT) militant from outskirts of Bhaderwah. Army today dismissed a jawan from service and sentenced him to one year imprisonment after he was found guilty of misbehaving with an elderly woman at Salar-Shiekhpura in Pahalgam.
Dec 29 troops of Rashtriya Rifles 42 Bn killed 1 militant at Lalgam on Awantipore-Tral road. Troops of Gorkha Rifles and Rajouri Police today eliminated a most wanted militant Abdul Tahir alias Billa in a fierce gun-battle in Khoyla forest area in Darhal (Rajouri). A joint team of SOG and Army Intelligence last night arrested three HM militants of Doda at Tarore on Jammu-Pathankote national highway and recovered Rs 9.38 lakh hawala money, hidden in a Maruti Van.
Dec 30 troops of 01 Para conducted a cordon-and-search operation in Methwani forest area, near Hirpora, in Shopian killing 2 militants. Troops of Rashtriya Rifles killed a local militant in Dooru-Kokernag belt of south Kashmir today. About two hundred people staged a demonstration in protest against the killing of a woman and her daughter, allegedly by BSF after an encounter at Lalgam in Tral area. A Harkat-ul-Jehad Islami (HUJI) militant was brutally killed (hands chopped off and private parts shot) by the activists of Hizbul Mujahideen outfit in a case of inter-gang rivalry at village Morian in Manjakote area of Rajouri district.
The construction of the fence along the LOC and IB has plugged infiltration routes into the state while the ceasefire along the LOC has deprived the terrorists of artillery fire, under cover of which they used to sneak across the border. However the recovery of rubber gloves, wire cutters, and electric current testers indicate that there is no reduction in the attempts to infiltrate—and this sophisticated equipment suggests advanced planning by the terrorist groups and their mentors. This is confirmed by communication intercepts and interrogation of captured terrorists, which reveal that Pakistan aims to sustain a level of violence in the state by whatever means even as it participates in a peace process.
Under Op Rakshak III the RR and BSF patrol the region along the LOC and IB to hunt down infiltrators. Sometimes on the basis of wireless intercepts or specific intelligence they will lay an ambush for a group of militants. Cordon-and-search operations by the RR, BSF, CRPF, and local Police are useful in neutralizing militant hideouts and recovering munition dumps—in Kashmir such operations are conducted in the towns and nearby forests. In Jammu, due to the tough terrain and scattered population, such operations may continue for days together. For example Operation Silver Strike by Romeo Force in Rajauri hills continued for over two weeks.
Cordon-and-search operations (particularly in the Kashmir region) lead to brushes with civilians and allegations of human rights violations—it goes to the credit of the security forces that cases of actual civilian casualties have been few and far in between. And in such cases the security apparatus deals with the offending soldier or officer appropriately.
Terrorists in J&K operate in cells of between 2-6 members. They sustain themselves on money, food, and munitions stored in remote hideouts or procured by force locally—supplies are also sent from Pakistani territory or via India’s borders with Nepal and Bangladesh. Different groups will clash over the sharing of such supplies while many militants have surrendered when these supplies run out. Strikingly information and resistance from local inhabitants has led to the capture and killing of many top militant commanders.
The Police and CRPF have proved themselves equal to the task of anti-militancy operations; however the latter’s role has come in sharp focus this year particularly with the withdrawl of some army troops. The centre’s plan of replacing the BSF with the CRPF has been put on hold after suicide attacks on different CRPF battalion headquarters and the failure of the force to detect an IED on the Jammu-Srinagar highway in May leading to the death of several BSF personnel and their families. However the same CRPF managed to detect and defuse another IED in the same area in August.
The ceasefire along the LOC has enabled the army to extend goodwill projects under Operation Sadbhavna to the border villages. These include the construction of roads, buildings, and mini-power projects to uplift backward areas. As part of WHAM (winning hearts and minds) operations the army provided free modern education to 200 children in the remote border areas like Tangdhar. Another part of Op Sadbhavna has been the Bharat Darshan, or a tour of India, where children are taken on trips to different parts of the country and see its cultural diversity and rich heritage. They also learn of the problems faced by their compatriots in different regions and how they deal with them through the democratic process. The children learn of the opportunities available to them in a free, progressive society—thus dispelling the relentless one-dimensional propaganda from across the border.
